Stopover flight 15 hours in Guangzhou

Hi, I am flying to LA airport from Melbourne, stopover 15 hours in Guangzhou. Do I require a transit visa, or can I use a 24 hour permit? Where do I get a 24 hour permit, at the airport in Guangzhou?

If you won;t leave the airport, no need to apply for a visa or a stay permit. If you will go out of the airport, then apply for thsi permit from frontier inspection station at the airport.
