Connecting flight from Macau to Shanghai.

Hi, My flight from Singapore to M will arrive at about 09:45, and my next flight from there to Shanghai will be at 13:40, which is about 4 hours apart. Can I check in my luggage at the M airport upon arrival, travel to the city for business, and then back to the airport for departure 2 hours before flight?
