Is the medical report mandatory for the re-application of Z-Visa?

I am a Z(dependent) holder which had just reached the expiration of stay. I was back to Malaysia before the visa expired and was unable to renew it in China. The local public security authority advised me to re-apply for the Z again in Malaysia and the "Physical Examination Record for Foreigner" is not required this time. Is the medical report mandatory for the re-application?

I think they mean that your previous medical report is still valid for re-application this time.
