Yes, you can submit your application to Chinese consulate in Houston but the application will be sent to HK for processing.

I would like to apply HKSAR Passport in the China Embassy in Houston. However, the numbers and the emails, they never answer and reply. I would like to know whether I need an appointment first before heading to apply in person with my applications? If yes, anyone knows which phone number can successfully reach the officers in that office?
