Visa for a friend who lives out of USA

Hi, I have a friend (from El Salvador) who travels a lot to different countries. I live in San francisco California and he asked me to help him get the tourist (L) for him to travel next year in April.
There is no chinese embassy in el salvador and he thought I could do it for him and send me his passport with a relative who will be here in January so I can do all the process for him.
Is that possible? I read something that says that the chinese embassy helps people who live in the state of jurisdiction, and since he resides out of the country I don't know if that will be a problem or if it is doable.
Thanks in advance for your help.

Where is his residency in US? if also in San Francisco or other state under jurisdiction of Chinese consualte in San Francisco, then it is no problem for you to handle his application. But make sure ask him to sign the application form personally.

Thanks for your quick response Alvin.
This is the thing: His residence is in El Salvador, he does not live here in the USA. I am the one who lives in San Francisco. The problem for him is that there is not a Chinese Consulate down there and he was told that he can do it here is the United States through somebody.
So, he asked me to help him and sent me the link for this page to check all the information for him.
His mom will be coming to the USA for vacations in January for 3 weeks and she will bring his passport and the application signed by him. I will do the process for him and the send his passport back with his mom so he can travel in APril to China for vacations.
Thanks again for your help Alvin,

Tony.

I see, he is not a US citizen. But if he is from El Salvador, his application should be lodged to China Embassy in Costa Rica. This is the notice at Costa Rica embassy's website.
