I was recommended to visit Hualien in the upcoming March, do you think i should visit there? will the period/weather be good for sight seeing? Is it a peak period to visit? Any particular things i should take note of, such as bad weather?

I think it is suitable for you to visit Hualien at that time. It will be cool and pleasant in the upcoming March. It is the peak season for visiting the area. You just need to pay attention to the weather forecast during that time.
