British living in Japan

Hi there, I am travelling from Los Angeles to Tokyo via Shanghai, and my stay in Shanghai is for 16 hours.
Can I get a visa at the airport if I want to go out of the airport and look around Shanghai? I heard that you can get a transit visa for less than 48 hours in Shanghai. My stay is only for 15 hours. Also my British passport has less than 6 months validity left.
