China Z Residence visa for my wife

I am currently holding Z visa and working in Shenzhen for past four years. I want to apply for a residence visa for my wife but the local bureau in Shenzhen informed me that she can only come to china on L visa. while all my Pakistani friends living in Beijing and shanghai have their families holding the Z category residence visa.
Please advise.

you can ask you wife to try to apply for a Z visa from the China Embassy in Pakistan instead.
