Indian Passport Holder Staying in japan, Aichi. Need Chinese Visa

Hello, I will travelling to china in December to visit my sister. Applying in Japan (Aichi)

a) I Just called the Consulate office in Nagoya and they said that, one cannot apply for Tourist visa to china in Nagoya Office ? is it true? Where Should i Apply then?

b) Also they told to go through travel agent? Can you mention some few travel agents in Nagoya? I asked in Toyota City and no one processes tourist visa for china?
