indian passport holder staying in japan, aichi. need chinese visa

Hello, I will travelling to china in December to visit my sister. Applying in Japan (Aichi)a) I Just called the Consulate office in Nagoya and they said that, one cannot apply for Tourist visa to china in Nagoya Office ?   is it true?  Where Should i Apply then?b) Also they told to go through travel agent? Can you mention some few travel agents in Nagoya?  I asked in Toyota City and no one processes tourist visa for china?
