Hi I am an American and I recently landed a consulting job with a firm in Shanghai and need to change my L to an F visa before I start consulting. Am I able to obtain an F for China in Manila?

Hi, it is easier for you to apply for an F visa in HK. Changing L to F is possible but you may need to apply through a visa agency and they may double the fee. You can not apply in Manila unless you reside or work there.
