Visa exemption at Shanghai Pudong Airport

Hi, I looked at the website and it said that if you were from australia and travelling to shanghai via pudong airport and were in transit for less than 48 hours you did not require a visa, is this just if you stay in the airport or can you go into shanghai as long as you fly back out within the 48 hour time period

You can go out of the airport to visit the city during the 48 hours.
