No, you do not need any kind of visa because your itinerary through China will be covered by 24 hour visa free transit since your total transit time in China will be shorter than 24 hours. At the moment of your check-in in Dushanbe, you will declare that you are traveling to Jakarta via mainland China using 24 hour visa free transit and you will present your flight tickets. After a short check, you will be allowed to board the plane. The first thing that you will do upon landing in Urumqi will be to approach 24/240 hour visa free transit counter where you will apply for a temporary entry permit by presenting your flight itinerary because you will have to formally enter China since your second flight (to Guangzhou) is purely a domestic one. This application for a temporary entry permit is free of any charge. When your permit is granted you will head to the immigration because you have to formally enter mainland China in order to catch your flight to Guangzhou.
