Visa for my husband and Child

Hello. I'm russian and i work in China but my husband is yemeni and my son as well. I want them to live with me here but I don't have Idea how to do it because in the Embassy in Sana'a they refused to give my husband L. Can you offer my some idea how our family can be together?
