Are issuance of Alien Certificate of the People's Republic of China on hold now for Filipinos?

I just like yo asked if issuance of Alien Certificate of the People's Republic of China on hold now for Filipinos. I was hired in a factory in Guangdong China and I'm waiting for my Alien Certificate for almost 3 months now.

Hi, I have to say yes. I heard from one of my friends last month that his employer can not get the certificate for him.
