Is it possible to have a tourist visa if you have previously had a z visa?

my friend had been employed there a year ago so his passport was stamped by a z-visa. Is it possible for him to enter as a tourist or apply for an L this year?

Yes, of course. Your friend can apply for a tourist visa L this time if he/she is going for sight-seeing.
