About:Chinese Embassy in Japan

American 3-year resident in Japan, do I need to apply through a travel agent?

Can I show up at the consulate to apply for a multi-entry visa if I am in Japan on a work visa (ie not considered temporary)? I don't want to go through a travel agent as they are more expensive.

Yes, if you are work in Japan, you can apply by yourself. It is not necessary to apply through a travel agency.
