Do I (Indian) need transit VISA to travel from Pudong Airport to Hongqiao Airport in 5hr stay?

I am an Indian Citizen and I will fly from Japan Narita International Airport to India.
After arriving Shanghai Pudong International Airport at 13:00, I’ll need to transfer to Hongqiao Airport to take another flight that is scheduled to leave at 18:00pm for Kunming.
I want to know do I need transit VISA to travel from Shanghai Pudong Airport to Hongqiao Airport?
If answer is “Yes” then is 5 hr enough to catch the next flight from Hongqiao Airport after arrival at Pudong Airport?
