China Visa for Australian Citizen able to be obtained in Singapore?

Hello. My son is travelling through Southeast Asia, currently in Vietnam. He will be meeting us in Singapore for a few days before hopefully travelling on further through China and onto the trans-siberian railway. He was unable to obtain a China visa before leaving Australia as he has been travelling in Asisa for more than 3 months and it would have expired before he got there. As an Australian Citizen, can he get his China visa in Singapore when he is meeting us for a few days? If so, how long would it take? Thankyou

He can not apply for a China visa in Singapore if he have no document which entitles him to stay for an extended period in SPR, WP, EP, STP, DP. If possible, he can easily get a China visa in HK.
