About:Chinese Consulate in Chicago

Must a non-US citizen appears in person to apply for Chinese visa?

My boss, who is a citizen of the Netherlands, needs to apply for a Chinese visa. We have all the necessary paperwork. My question is: can our travel agent apply on his behalf?

My boss is going to China on business and he is from the Netherlands. His travel service is telling him he needs to apply in person because of his citizenship, is that correct?

It is the first time that I heard about this requirement. Personal appearance is required only when an interview is necessary asked by visa officers.

My understanding is that this just changed as of August 1, 2012. And that there are many countries they now require to appear in person for their Chinese visa, and not use a third party, or travel agent? Can you verify this?

The visa policy is changing from time to time, so may be the travel service is right.
