About:China Visa
I have flight from Sydney to Shanghai stop at Guangzhou for 16 hours, can I go out ?

You can't go out of the airport without a China transit visa, but you can apply for a 24-hour stay permit on your arrival at the airport, with which you can leave the airport to visit Guangzhou city or rest at a hotel outside of the airport.0
