is Kanas Lake close in October every year?

Hi we are group of foreigner visitors and are going to visit Kanas this October this year but we heard that the Lake is usually close in October every year due to the weather, after 7th october Chinese National public holiday, is that true? as we all arrage our flights, if its close, any other way to get in the park? also where we can get the permit for the lake?

is foreigner tourist allowed to go to Baihaba village? any permit needed? where we can get one?
