return ticket details and hand luggage

My flight is at 12.30 noon and at what time should I reach to catch that flight,
I have my return flight is on 28th from Chennai to Hongkong via same singapore,
is there any possiblity to take return ferry ticket also now,
and how much hand luggage should I carry in both the journey.
