Can an American tourist get a visa to China in Phnom Penh?

I am an american travelling to cambodia. I have heard that the Chinese consulate is no longer issuing China visas to Americans in Cambodia. Is this true? Or can I still get my China visa in Cambodia?

It may not be true. But China visa is getting tough these days. You'd better contact the embassy directly for the latest information.
