time constraints...

is it possible for me to apply for tourist visa (for 3D/2N); i have residence visa here in uae good up to 2014, main reason is i do not have much time in arranging a tourist visa in philippines as my vacation is only 14 days and need to go back to uae after 14 days and can i also apply tourist visa of my wife in behalf of me even she is in philippines?
