About:Chinese Embassy in Canada

My son of 18 years old, was born in HK, but never has a HKID, can he apply for HKID in Vancouver

Yes, he can try to apply at the China embassy in HK, or directly to the HK immigration department by mail.

No. your son needs to live in hk for 7 years to be eligible for an ID card.
