24h stay permit in Beijing

Hello,

I am flying from Hong Kong to Beijing and need to recieve my luggage outside the customer service. How can I apply for a 24-hour stay permit at the airport or do I need to apply for it in advanced? Because I am already in Hong Kong!

You can apply for the stay permit at the airport upon arrival.
