Do I need a visa if I will leave the airport when transit in Shanghai for 17 hours?

I am planning a trip to the USA in 2013 and will have a 17 hour stop over in Shanghai. We would like to go and sight see in that time so plan on leaving the airport. Do we need to get a Visa?

If you hold Australian passport, visa is not required if you transit in Shanghai for less than 48 hours. You can leave the airport to the city.
