Layover: Can I leave the airport in Shanghai?

Hi, I will be traveling from NY to HK later this year and we will have a short layover in Shanghai on our way to HK, however on our way back to NY, we have a 13 hr. layover in Shanghai. Is it possible to obtain a visa so we can check out the city before we go back to NY?
