refusal of Z class visa

Hello sir i have applied for my Z class visa at new delhi. I have submitted all document required for getting the visa. But my visa has been rejected twice without any reason. I dont get what further document embassy require also the reason why they dont issue Z class visa. This problem has been faced by many people i come across, Please give me a proper n best solution to get my Z visa.

Sorry to hear that. But visa officers do have right to make the final decision without providing any reason for visa refusal.
