we are an IATA travel agency based in Cyprus

We have few passengers who would like to go to China. All 3 have cyprus passports. We are interested in tourist visa issuance.Is OK for us to represent them at the embassy? And can you accept only ticket reservations or tickets has to be issued in advance. And also advice all the nesesary documents.
