Translating marriage certificate into Chinese

I need to translate my Mexican marriage certificate into Chinese in order to get it authenticated. Do I need to find someone that has some type of special certification in translating documents into Chinese? Or would it be enough that the person is able to translate the document into Chinese and just put some type of statement saying something like "I swear that I am competent to translate to the best of my abilities, etc, etc...."?

There should be official translators. You'd better confirm this with the China Embassy in Mexico where you will have the marriage certificate authenticated.
