Tourist Visa application for my husband

Hi,
I'm currently working in Ho Chi Minh and will be going for business trip to China for 2.5 months. I'll be applying my business visa (F) here in Ho chi minh as processed by my employer. My husband will be going with me(he also has a temporary resident card here but unemployed) can he apply here in ho chi minh and can he request for 2.5 months validity of tourist visa? Or he needs to apply in Manila as a Philippine passport holder?
