Is there a document needed coming from your office to bring in human cremains from manila to Macau?

I think you need a certificate issued by a health and environmental department of the government certifying the remains are properly handled and cremated so that there will be no health and environmental risks after it's being brought into Macau. I strongly suggest contacting China embassy in Philippines directly to get some practical help.
