China Embassy in South Korea regulated that citizens of ROK and other foreigners in ROK have to apply for Chinese visa through travel agencies designated by the Consular Section of the Chinese Embassy. You can get the list of the appointed travel agencies at http://kr.china-embassy.org/chn/lsqz/ls_qz/ls_qz_13/
