Can german passport apply 21 days no visa entry when travel alone to Haikou ?

If you plan to visit Haikou individually, you will have to apply for a China visa in advance. Only when you travel to Hainan Province as a group (at least 5 members) organised by International Travel Agencies that have been set up and registered in Hainan Province, can you enjoy a 21-day visa free period in Hainan Province.0
