Can I get Hong Kong visa at the Consulate-General of the People's Republic of China in Cebu? What documents i need? If I'm right you are holding Filipino passport, right? Then you are exempt from visa in Hk for less than 14 days in fact. Since you will just transit at Beijing airport for only 4 hours and won't leave the airport, then no China visa is needed, either.
