Official stamp of Consulate-General to be endorsed on photo for Hong Kong Identity Card application

Do I need an appointment to have my photos stamped for a Hong kong Permanent Identity Card. Where /how to make an appointment ?

You need to make an appoinment via email with the local China Visa Service Application Center.

- I am not applying for visa, I was told to go to 240 St. George St. Consulate-General to have my photos stamped in order to apply my 'Permanent Hong Kong Identity Card'.
- email - chinaconsul_tor_camfa.gov.cn does not work. Telephone number does not work.
- PLEASE, provide me a correct email address for me to make an appointment .
