Can a Vietnamese national obtain a Hong Kong entry visa in Singapore?

If the Vietnamese nationals can provide documents which entitle them to reside for an extended period of time in the Singapore, such as a PR, WP, EP, STP, DP, they can apply for Hong Kong visa at China embassy in Singapore.
