we would like to plan a trip to the ice festival but would like also to spend some time in other parts of China.what parts are good to visit in January

Some places different from Harbin? If you have see and ice and snow in that city, I think it is not necessary to see other cities in the north. Or perhaps you can get to Lijiang, or Hainan Island.
