You can't get a tourist visa from China embassy in Netherlands if you don't plane tickets.

The following 3 documents are all required for tourist visa application in Netherlands. Please buy plane tickets and book hotel in Netherlands, then go to Indonesia.
Air tickets booking records (round trip);
Hotel reservation;
Itinerary;

ii.The itinerary should be signed by the applicant or the messenger. Duty stamp is not required.
iii.A travel group can share one (1) itinerary with their name list on it if they will travel together.

2)Hotel Reservation.You should provide the printout of online booking or the hotel voucher registered with the applicant’s name.

3) Round Trip Air Ticket. You should provide the printout of online booking ticket or the copy of ticket.

4) passport

The first three documents are required to provide since the from January 1st, 2012. It is an updated regulation on L-visa, coming into effect from January 1st, 2012.
