I am living in South Africa and hold a South African passport.  Can I apply in Maseru for a visa to China on holiday?

Since you are living in South Africa, you'd better apply for visa there. If you have Lesotho resident permit, you can also apply for it there. But I cannot guarantee you'll successfully obtain one in a third country.
