About:China Visa Application in USA
USA citizen flying to Hong Kong then cruising to Beijing, Shanghai how many visas do I need?

You don't need a visa to Hong Kong, you just need a double entry visa to Mainland China if the cruise ship will stop at Beijing and Shanghai.
