Someone can apply for a China visa for business purpose even though he holds a private passport. In fact, passport is divided into three types: ordinary passport, diplomatic passport, official(service) passport. Diplomatic passport, official(service) passport holders can apply for Diplomatic, Courtesy, Service or Ordinary Visa.

Ordinary passport holders can only apply for oridinary visa. Chinese ordinary visa is divided into business visa F, tourist visa L , student visa X, work visa Z, transit visa G, journalist visa J, crew visa C.

You hold a private passport (ordinary passport), it is possible for you to apply China business visa.
