I'm German. Can I apply for a China tourist visa in South Africa?

In principal, for China visa application in a third country, the applicants will be asked to provide South Africa residence permit or other document valid for at least 6 months to prove the legal status in South Africa. However, the visa rule applies differently in a few embassies/consulates in some countries. Even though you can obtain a China touirst visa in South Africa, it is a 3 months single entry L visa with 30 days stay duration.
