Vietnamese nationals are required to obtain a Macau visa in advance, they are not allowed to get a visa upon arrival. There is no an office within Mainland China which can deal with the Macau visa application. You can contact China Travel Service Macau and mail all documents to it, the agency can get Macau visa for your wife through the Immigration Department of Macau Police Public Security Bureau, then mail your wife's passport back to you.0
