In principal, a transit visa is required if you leave the Baiyun airport to visit Guangzhou. If you don't want to obtain a transit visa in advance, you can try to apply for a 24 hour stay permit when you arrive in the airport, once you get it, you can leave the airport, otherwise, you have to remain in the airport.
