As I will be travelling I won't have time to apply for a tourist visa to China in my own country. Can I obtain a visa while I am in Brussels?

According to the rule Non Belgian should also fill out the application form B, and provide resident document in Belgium or the original or copy of work permit. The applicants who intends to visit Belgium temporarily should apply for Chinese visa at the applicants’own country, you can't obtain a China visa while you are in Brussels.
