When you travel to China in February, your passport has to be valid for 6 months from that date, otherwise, Philippines immigration officer won't allow you to exit Philippines. For example, you go to China on Feb 3, 2012, your passport has to be valid till August 3, 2012. It is the rule of Philippines.

For China visa application, a passport with at least 6 months validity is required when you submit visa application, it doesn't care whether your passport has 6 months validity or not when you exit Philippines. It is the rule of China.
