About:Chinese Temporary Residence Permit

Coming in on a Tourist Visa, but want a residence permit now

I arrived Oct 25th on a tourist visa, not intending to work here, but I was offered a great job. I signed for an apt the other day, and now my employer tells me I need to register with the police before I get the visa. Do I need the 居留许可(is this the residence permit?) Can I get that with just a housing contract and no employment contract? I'm not an English teacher and I don't know how quickly they can get the foreign experts certificate.

First, you need to go back to your home country with all the docuemnts needed for a China work visa and apply for a China visa in the China embassy or consulate in your country. It is not allowed to ontain the work visa within China.
After entering China with the work visa within 30 days, you need to go to local PSB to change the work visa into a resident permit.
A housing contract won't help in obtaining a China resident permit.

whoa, go back to my home country? where are you getting your information? i asked a friend who works for a visa service and she told me the following:

step 1: apply for a employment licence; 11 working days;
step 2: change L to Z 2month residence certificate; or apply for working invitation letter and go to HK or foreign countries to apply for a one-month Z visa; 5 working days;
step 3:; apply for employment certificate; 5 working day;
step 4: extend 2 month residence certificate to 1yr; 10 working days;

You don't have to apply in your home country. I was in Thailand when I applied for my Z visa. There's a supplemental visa form to complete (two pages, two small sections, two minutes or less) if you are applying outside of the country your passport is from, but that's it. Make sure, whichever country you apply from, to check the Chinese Embassy/Consulates requirements IN THAT COUNTRY. A medical check was required when applying from Thailand, but it wasn't from the USA, I needed duplicates of all the documents in Thailand, only one copy in the States, etc. on the details.

Your friend is pretty much right. Bear in mind, however, that all the time spans are estimates. With the exception of the paperwork at the Embassy or Consulate, things will get done when someone's good and ready to do them, not before.
