I realize I need to get a visa from China, but where do I go to get it? I live in Charlotte, NC. Costa Rican consulate in US? China consulate in US? China consulate in Costa Rica? Can it be done online?

You can apply for the visa from Embassy of China in Washington DC since you hold US permanent resident visa. You cannot apply online. If you cannot apply it in person, you can entrust someone else to submit the requirements for you.
